Iowa's liquor liability framework and licensing structure

Under Iowa Code Section 123.92, someone injured by an intoxicated person can bring a claim against a liquor licensee or permittee who sold and served alcohol directly to that person while they were visibly intoxicated. Iowa courts have also recognized that this statute doesn't block separate common-law claims in some situations involving minors, even against people not directly covered by the statute. On the licensing side, Iowa's Alcoholic Beverages Division (ABD) issues a Catering Privilege specifically for serving alcohol off-premises at private events — but it's not a standalone permit. It can only be added to an existing 12-month Class C retail alcohol license, meaning a mobile bartender without an underlying license generally can't get one directly; you're either working through a licensed caterer or restaurant, or serving alcohol the host already purchased. Iowa does offer temporary licenses valid for 5 or 14 consecutive days and seasonal licenses for 8-month stretches, which fit a lot of event-driven businesses better than a full annual license.
